Denver Post, Exhibit No. 1 Date of Notice: July 28, 2013 NOTICE OF CHANGE IN ITS COLORADO P.U.C. NO. 7 ELECTRIC TARIFF OF PUBLIC SERVICE COMPANY OF COLORADO 1800 LARIMER STREET, DENVER, COLORADO 80202-5533 You are hereby notified that Public Service Company of Colorado has filed with the Public Utilities Commission of the State of Colorado (“Commission”), in compliance with the Public Utilities Law, an Advice Letter for approval to add additional language to be included forData Privacy and requests for reports of Customer Data in the Rules section of the Colorado P.U.C. No. 7 Electric Tariff of Public Service Company of Colorado, to become effective on August 25, 2013 if granted by the Public Utilities Commission. The purpose of the Company’s request is to introduce two new charges and a new Requests for Customer Data Section in the Rules and Regulations and other accompanyingrevisions to the Company’s P.U.C. No. 7 Electric tariff to incorporate into the tariff a requirement to make available certain reports of Customer Data that was contained in theCommission’s Data Privacy Rules for Electric Utilities that became effective February 14, 2012, pursuant to Commission Decision No. C11-1335. To produce a Batched Standard Customer Data Report, Public Service proposes to charge the requestor $300.00 per report. To produce a Batched Non-Standard Customer Data Report, Public Service proposes to charge the requestor $300.00 per report. Company will provide Standard Customer Data Reports at no charge to Customers or their Third Party Designee who request them. The proposed and present tariffs are available for examination and explanation at the business office of Public Service located at 1800 Larimer Street, Suite 1400, Denver, CO and at the office of the Commission in Denver, Colorado. Customers who have questions may call the Commission at (303) 894-2000, call Xcel Energy at 1-800-895-4999, fax Xcel Energy at 1-800-895-2895, or e-mail Xcel Energy at inquire@xcelenergy.com. Anyone who desires to file written objection to the proposed action, shall file it with the Colorado Public Utilities Commission, 1560 Broadway, Suite 250, Denver, Colorado, 80202, or email it to PUC@dora.state.co.us at least ten (10) days before the proposed effective date of August 25, 2013. The Public Utilities Commission may hold a hearing to determine what rates, rules and regulations will be authorized. If a hearing is held, the Commission may suspend the proposed rates, rules or regulations. The rates, rules and regulations ultimately authorized may or may not be the same as those proposed and may include rates higher or lower than those proposed or currently in effect. Anyone who desires to receive notice of any hearing shall file a written request for notice with the Public Utilities Commission at the above address or alternatively shall contact the External Affairs Section of the Public Service Utilities Commission at 303-894-2070 or toll free 1-800-456-0858 at least ten (10) days before the proposed effective date of August 25, 2013.
