
Denver Post, Exhibit 1 Date: July 1, 2013 NOTICE OF A CHANGE IN THE ELECTRIC RATES OF PUBLIC SERVICE COMPANY OF COLORADO 1800 LARIMER STREET, DENVER, COLORADO 80202 You are hereby notified that Public Service Company of Colorado has filed with the Colorado Public Utilities Commission an application seeking approval to revise its electric Demand-Side Management Cost Adjustment (DSMCA) tariff, to become effective January 1, 2014. The Company filed its Application for Approval of its Electric DSM Plan for Calendar Year 2014 and to change its Electric DSMCA rates effective January 1, 2014. The Electric DSMCA, which together with the Company’s electric base rates, recovers the 2014 electric DSM budget of $87.8 million, the Company’s 2014 ISOC budget of $29.2 million, and the budget for third party demand response of $3 million, will result in an increase in the residential electric DSMCA and an increase in the commercial electric DSMCA. The effect of the change in E-DSMCA rates introduced in this filing will be a net increase of $5.2 million in the Company’s annual E-DSMCA revenues relative to the E-DSMCA annual revenues from rates currently in effect.
