Denver Post, Date of Notice: April 30, 2015 NOTICE OF REVISION IN THE EARNINGS SHARING ADJUSTMENT OF PUBLIC SERVICE COMPANY OF COLORADO 1800 LARIMER STREET, DENVER, COLORADO 80202-5533 You are hereby notified that Public Service Company of Colorado ("Public Service" or "Company") has filed with the Public Utilities Commission ("Commission") of the State of Colorado, in compliance with the Public Utilities Law, an application for permission to revise its Earnings Sharing Adjustment ("ESA") to become effective August 1, 2015, if said application is granted by the Public Utilities Commission. The purpose of the revision is to implement a negative 4.85 percent ESA applicable to base rates for all rate schedules. In accordance with the Settlement Agreement approved by Commission Decision No. C12-0494 in Docket No. 11AL-947E, the Settling Parties agreed to the implementation of a non-symmetrical Earnings Test in order to protect ratepayers in the event that the economy recovers and sales volumes grow or other factors positively affect Public Service's ROE. In the absence of the Company's filing the ESA would revert to 0.00 percent as of August 1, 2015. Implementing an ESA of negative 4.85 percent rather than 0.00 percent will reduce the Company's annual revenue by $66,505,360. This ESA of negative 4.85 percent will decrease the August 2015 bill of a typical residential customer using 632 kWh per month by $2.06, or negative 2.63 percent. The August 2015 bill of a typical small commercial customer using 1,123 kWh per month will decrease by $4.11, or negative 2.74 percent. On an average annual basis the typical residential customer will receive a monthly bill decrease of $1.94 or negative 2.56 percent, and a typical small commercial customer will receive a monthly bill decrease of $3.18, or negative 2.50 percent. The following table shows the current and proposed total monthly impact for the major rate schedules. Anyone who desires to file written objection to the proposed action, shall file it with the Colorado Public Utilities Commission, 1560 Broadway, Suite 250, Denver, Colorado, 80202, or email it to dora_puc_website@state.co.us on or before ten (10) days before the proposed effective date of August 1, 2015. The Public Utilities Commission may hold a hearing to determine what rates, rules and regulations will be authorized. If a hearing is held, the Commission may suspend the proposed rates, rules or regulations. The rates, rules and regulations ultimately authorized may or may not be the same as those proposed and may include rates higher or lower than those proposed or currently in effect. Anyone who desires to receive notice of any hearing shall file a written request for notice with the Public Utilities Commission at the above address or alternatively shall contact the External Affairs Section of the Public Utilities Commission at 303-894-2070 or toll free 1-800-456-0858 on or before ten (10) days before the proposed effective date of August 1, 2015.
