Canon City Daily Record, PROPOSED PUBLIC NOTICE Technical Revision No.45 (TR-45) - Southfield Mine - Permit No. C-81-014 Revision Request to Modify Vegetation Standards Energy Fuels Coal Inc. (EFCI), 115 E. Main Street, STE 10, P.O. Box 459, Florence, Colorado 81226, has filed an approval request for Technical Revision No.45 (TR-45) with the State of Colorado, Division of Reclamation, Mining and Safety (DRMS). All mining operations subject to this permit have ceased, and only reclamation and monitoring activities are occurring. Prior to establishing coal mining operations, Vegetation Reference Areas are established in undisturbed areas of the mine as a means of providing a comparison basis for future reclaimed, re-vegetated areas pursuant to mining (post mining) operations. Approved Vegetation Standards are set prior to mining based on these undisturbed Reference Areas, however, previous baseline vegetation monitoring data collected from the Reference Areas has identified that the Approved Standards that were set are unobtainable even within the undisturbed Reference Areas themselves. Accordingly, this Technical Revision is to modify the Vegetation Standards to verify successful re-vegetation and better enhance the approved Post Mining Land use which is approved for rangeland livestock grazing and wildlife habitat at the Southfield mine and loadout site. The Southfield Mine area is located approximately eight miles south of Florence, Colorado, on County Road 92. The Mine area is bounded on the south and west by the base of the Wet Mountains, and Newlin Creek bisects the mine area from southwest to northeast. The Southfield Mine permit area is located on portions of the following sections: Sections 19, 30, and 31; Township 20S, Range 69W, 6th Principal Meridian Sections 23, 24, 25, 26 and 36; Township 20S, Range 70W, 6th Principal Meridian These sections are shown on the U.S. Geological Survey 7.5 minute Rockvale quadrangle map (Mine Area). The Southfield Loadout site is located approximately one mile west of Florence, Colorado, on County Road 79. The Loadout area is bounded on the west by Oak Creek, and County Road 79 bisects the Loadout site from south to north. The Southfield Loadout permit area is located on portions of the following sections: Sections 17 and 18; Township 19S; Range 69W, 6th Principal Meridian These sections are shown on the U.S. Geological Survey 7.5 minute Canon City quadrangle map.
