Denver Post, NOTICE OF FUNDING AVAILABILITY ADAMS COUNTY - PROGRAM YEAR 2015 MARCH 1, 2015 - FEBRUARY 28, 2016 Adams County Community and Neighborhood Resources is accepting proposals from organizations for projects within the County that will benefit low and moderate-income residents and neighborhoods through funding from the following grants: Community Development Block Grant (CDBG) Community Services Block Grant (CSBG) Emergency Solutions Grant (ESG) HOME Investment Partnerships Program (HOME) These programs are funded through the U.S. Department of Housing and Urban Development (HUD) and U.S. Department of Health and Human Services (HHS). Any and all final awards are contingent upon receipt of funds from HUD and HHS as well as Environmental Review, Section 3 and the Uniform Relocation Act which apply as required in 24 CFR Pt 570 and Appendix 1, Paragraph K. CDBG provides funds to local jurisdictions and non-profit agencies to improve the physical, economic, and social conditions in Adams County. Funds are intended to provide decent housing, suitable living environments and economic opportunities for low and moderate-income persons. The primary purpose of CDBG funds is for projects referred to as "bricks and mortar" such as housing, public facilities and improvements or for economic development projects. Funds will be available for projects meeting County goals and one of the national objectives. CSBG grant funds are allocated to non-profit organizations who serve at-risk Adams County residents with annual incomes at or below 125% of poverty. Funds are used to assist Adams County citizens to become more self-sufficient by providing services related to employment, nutrition, housing, health, better use of available income, education, self-sufficiency and emergency services. ESG funds can be used to provide a wide range of services and supports within five program components: Street Outreach, Emergency Shelter, Rapid Re-Housing, Homelessness Prevention, and HMIS (data collection and analysis). HOME funds support permanent, decent, affordable housing to low and moderate-income households, expand affordable housing options, strengthen the ability of state and local governments to provide housing, and leverage private-sector participation. Adams County Human Service Agency Grants (HSAG) HSAG applications will also be released at this time. The Adams County Board of Commissioners will be allocating county general fund dollars from local revenue sources in the form of grants to selected Adams County non-profit organizations to provide financial support to carry out their human service mission. Through this Request for Proposal process, Adams County will work to match the needs, quality of services offered and number of county residents benefitted with the availability of County funds to provide such grants. PRE-PROPOSAL MEETINGS: Pre-proposal meetings will be held to give county residents and community organizations an opportunity to offer views on community needs, to discuss the County's grant process, and to gain an understanding of the application forms and requirements. Application packets will be available at the pre-proposal meetings. Applicants need only attend one of the meetings offered. ROMA is a comprehensive performance-based management process that incorporates the use of outcomes/results into the administration, management, and operation of CSBG. CSBG applicants must attend one of the trainings offered before application submission.
