Denver Post, REQUEST FOR QUALIFICATIONS Architectural/Engineering Services State of Colorado Department of Corrections Notice Number: CORE RFQ1 2015000015 Project No: M 1304 Project Title: CSP Outdoor Rec Areas Project Description The State of Colorado, Department of Corrections (CDOC), is soliciting the submittal of qualifications from firms to provide Architectural services for the Colorado State Penitentiary (CSP) Outdoor Rec Areas project with an approximate construction budget of $4,750,000. The CSP Outdoor Rec Areas project consists of selective demolition, utilities, cast-in-place concrete, fencing, perimeter security lighting, security systems, and associated work as required. Scope of Services RFQ for Services of: Architects Professional services include Facility Program Plan verification, analysis and field verification of existing conditions, civil engineering for site improvements, utilities, and drainage slopes, lighting photometric design, security system engineering, and construction documents through code review per Code Compliance Plan Review Procedures in Appendix B A/E Agreement Exhibit E, opinion of probable cost, and bid documents. Contract administration shall include contractor pre-qualification, bid phase services, pre-construction meeting, construction observation, substantial completion inspection, punch list, project closeout, and warranty period services as required in the A/E agreement and Terms and Conditions. Minimum Requirements Notice is hereby given to all interested parties that all firms will be required to meet minimum qualifications to be considered for this project. To be considered as qualified, interested firms shall have, as a minimum: 1. A license to practice Architecture and/or Engineering in Colorado; 2. A primary or branch office located in Colorado for a minimum of the last five (10) years; 3. Provided Architectural/Engineering services within the last five (10) years for at least three (3) projects each in excess of one million dollars ($5,000,000) construction costs utilizing the expertise present in their Colorado office; and 4. At least one of the listed projects listed in item 3 shall have been completed by the Principal-in-Charge and the Project Architect proposed for this project (separately or as a project team). Demonstrate that the Principal-in-Charge and the Project Architect have prior institutional facility construction experience, including working within a secure occupied facility. The right is reserved to waive informalities or irregularities and to reject any and all Proposals. The CDOC intends to perform a Multi-Step selection process, at the sole discretion of the CDOC. Steps beyond submission of qualifications may or may not include a pre-submittal meeting, facility tour, and firm interviews. As of July 7, 2014, Colorado VSS has replaced the Colorado BIDS System for electronic solicitations for Colorado Construction and Design Notices. Comments: (A) Bidder/General Contractor shall register for VSS upon award and prior to entering into a contract; (B) The CDOC is not able to otherwise actively notify prospective Bidder/General Contractors of any modifications; (C) there are no additional RFQ documents beyond what has been published herein; and (D) there is not any list of prospective firms that exists with respect to this solicitation.
